Logistics Boom Drives Romanian Business Growth as Tech Sector Shows Mixed Results

Published November 1, 2025

October 2025 - Romania’s business landscape showed continued resilience with a notable 8% year-over-year increase in company registrations, driven primarily by explosive growth in the transport and logistics sector, while the technology industry displayed more complex patterns of expansion and contraction.

The country recorded 15,874 new business registrations in October 2025 , up from 14,703 in the same period last year . The net business growth reached 3,041 companies after accounting for business exits .

Logistics Sector Leads Unprecedented Growth

The standout performer was the transport and storage sector, which saw a remarkable 60% year-over-year increase with 21,492 new registrations . This surge represents the largest single-sector growth observed in recent months and suggests Romania is positioning itself as a regional logistics hub.

“This explosive growth in transport and logistics reflects both Romania’s strategic geographic position and the ongoing expansion of e-commerce infrastructure across Eastern Europe,” the data indicates. The sector now accounts for more than one-third of all new business registrations.

Manufacturing Renaissance Shows Promise

The manufacturing sector also demonstrated strong performance with a 37% year-over-year increase, reaching 5,952 new registrations . This growth suggests renewed confidence in industrial production capabilities and potentially reflects supply chain diversification trends in the region.

Technology Sector: A Tale of Two Stories

The technology sector presented a more complex picture. While telecommunications, programming, and IT consulting activities showed solid performance with 7,792 registrations, the broader information and communications sector showed significant restructuring. The data reveals that some technology sub-sectors experienced complete reclassification or consolidation, making direct year-over-year comparisons challenging.

Regional Distribution Highlights Urban Concentration

The business registration growth was concentrated in urban centers, with Bucharest leading at 3,510 registrations—a 32% increase from October 2024 . Ilfov County followed with 1,024 registrations, up 30% year-over-year.

Coastal regions also showed strong performance, with Constanța recording a 43% increase to 612 registrations, suggesting growing maritime and port-related business activity.

Business Structure Evolution

The data reveals a significant shift in business entity preferences. Individual enterprises (PFA) saw explosive growth of 67% year-over-year to 5,935 registrations , while limited liability companies (SRL) decreased by 13% to 9,342 registrations. This suggests entrepreneurs are increasingly opting for more flexible business structures, particularly in the growing service sectors.

Economic Resilience Amid Business Churn

Despite a business churn rate of 81% , the Romanian business ecosystem maintained positive momentum with a health ratio of 1.24—meaning for every business that exited, 1.24 new businesses were created .

The patterns observed in October 2025 suggest Romania’s economy is undergoing structural transformation, with traditional sectors like manufacturing showing renewed vitality while service-based industries continue to dominate new business formation. The concentration of growth in urban centers and logistics hubs indicates continued urbanization and regional specialization trends that have characterized Romania’s economic development in recent years.
