Romanian Business Registrations Show Strong Growth in October 2025, Fueled by Individual Entrepreneurs

BUCHAREST - Romania’s business landscape demonstrated robust growth in October 2025, with company registrations reaching 15,874 , marking a significant 8% increase compared to the same period last year . The data reveals a notable shift toward individual entrepreneurship while maintaining overall economic momentum.

Entity Type Analysis Shows PFA Surge

The most striking development in October was the dramatic rise in Individual Enterprises (PFA), which increased by 67.4% year-over-year to 5,935 registrations . This surge in individual entrepreneurship contrasted with a 12.5% decline in Limited Liability Companies (SRL), which still remained the dominant business form with 9,342 registrations .

Individual Entrepreneurs (II) also showed strong growth, increasing 31.3% to 537 registrations, while other business forms maintained relatively stable numbers with minor fluctuations.

Regional Distribution Highlights Urban Concentration

Bucharest continued to lead the country in business formation with 3,510 registrations, representing a substantial 32.1% increase from October 2024 . The capital region’s growth significantly outpaced the national average.

Other major urban centers showed impressive growth:

  • Constanța: 42.7% increase to 612 registrations
  • Ilfov: 29.6% increase to 1,024 registrations
  • Argeș: 25.9% increase to 447 registrations

Smaller counties like Harghita (60.9% growth) and Mehedinți (50.0% growth) demonstrated particularly strong momentum, though from smaller bases.

The transportation and storage sector emerged as the dominant industry with 21,492 registrations, showing remarkable 60.3% year-over-year growth . This sector’s expansion reflects ongoing logistics and supply chain development across the country.

Other key sectors included:

  • Wholesale and retail trade: 20,294 registrations
  • Professional, scientific and technical activities: 12,179 registrations
  • Construction: 11,761 registrations
  • Other service activities: 11,108 registrations

The manufacturing industry showed strong growth with a 37.2% increase to 5,952 registrations, while the hospitality sector (hotels and restaurants) grew 24.9% to 6,248 registrations.

Business Ecosystem Health Improves

The overall business health metrics showed positive trends, with the registration-to-exit ratio improving to 1.24 , indicating that for every business exit, 1.24 new businesses were registered. This represents a 0.17 improvement in the health ratio trend.

Net business growth reached 3,041 companies , showing a positive trend of 2,465 compared to previous periods.

Business exits totaled 12,833, consisting of 1,496 suspensions, 5,407 dissolutions, and 5,930 deregistrations . Notably, deregistrations decreased significantly by 26.4% compared to October 2024 .

Moving Average Exceeds Current Performance

The 12-month moving average of business registrations reached 12,250 , slightly below the current month’s performance of 15,874 registrations. This indicates that October’s strong performance contributed positively to the longer-term trend.

The data shows Romania’s business environment maintaining steady growth momentum, with particular strength in individual entrepreneurship and transportation sectors. The improved business health metrics and reduced deregistration rates suggest a more stable economic environment compared to previous periods, though the high churn rate of 80.8% indicates continued market dynamism and competition.
